Solidarity Water Europe (SWE) is an international non- governmental organisation created in 1998, at the joint initiative of the Council of Europe and the International Secretariat for Water with the support of the French Committee of Water Agencies. Its headquarters are in Strasbourg and its actions cover the countries of the Council of Europe (47 countries on the European continent), in particular those of the Rhine basin and Central and Eastern Europe.
