At the first meeting of the European Regional Process eight themes were identified. These themes were chosen for their importance to Europe and because they involved European achievements that should be shared with other regions of the world in a mutual exchange. Furthermore, on those topics progress could be made using the momentum the Forum and the European Regional Process create. Although the list was open, the initial eight themes remained guiding throughout the entire process up to the Forum.
