Report by EU Auditors Calls for Greater Integration of EU Water Policy into the CAP

A new report by the European Court of Auditors (ECA) on the Common Agricultural Policy (CAP), deems that EU water policy has not been sufficiently integrated into the CAP. On that note, ECA has also determined that shortages and delays in implementing EU water policy, namely the Water Framework Directive, have made full integration into the CAP difficult.
Concretely, the ECA sees room for improvement in the cross-compliance measures and rural development funding in order to encourage improved water management in agriculture. According to the report, “these instruments have the potential to contribute to sustainable agriculture by encouraging good farming practices, promoting compliance of farming activities with environmental legislation, such as the Nitrates Directive, and providing incentives for environmentally beneficial public goods and services”
