EP Intergroup on water: Spanish EU presidency’s perspective on the European water policy

Brussels, 8 April 2010. Yesterday the Parliamentary Intergroup on Water convened at the European Parliament in Brussels for its third meeting, chaired by MEP Dr. Richard Seeber, discussing the Spanish EU presidency’s perspective on the European water policy.

The Spanish keynote Speaker, Ms. Marta Moren Abat, General Director responsible for water in the Spanish Ministry of Environment, Agriculture and Rural Development, stressed the cross-cutting dimension of water governance and the need for interaction between the environmental, social and economic field. Furthermore, a strong coordination not only on European, regional or local level, but also between the public and the private sector is essential. “The more coordinated we are, the more successful we will be”, Ms. Moren Abat said.

Mr. Peter Gammeltoft, Head of the Water Unit of DG Environment and keynote speaker of yesterday’s Intergroup meeting, outlined the European Commission’s plans for sustainable water management. “The Water Framework Directive introduced that water is managed in river basins. It extended the public consultation and defines water as a common good”, he said and stressed the need for river maintenance and increased efficiency of using water. Water scarcity is not the result of climate change but of inefficient water use and “climate change is simply making it worse”. In addition, a knowledge base for the prediction and anticipation of droughts has to be created, Mr. Gammeltoft closed.
